BACKGROUND

Selam, a Pan-African organization with headquarters in Sweden and regional offices in Addis Ababa and Nairobi, has grown into an international entity since its establishment in1997. It works with various stakeholders, including artists, cultural producers, institutions, and governments across Africa, contributing to the growth of the culture and creativeindustries (CCIs). In collaboration with the African Union (AU), Selam is currently implementing Connect for Culture Africa (CfCA).

The Connect for Culture Africa (CfCA) initiative, a joint venture between Selam and the African Union (AU), is dedicated to transforming the cultural and creative landscape of Africa. This pioneering project aims to reshape perceptions, advocate for increased public investment, and promote inclusivity within the continent’s diverse cultural expressions.

Building on the Revised African Union Plan of Action on Cultural and Creative Industries (CCIs), CfCA strives to strengthen critical domains such as legislative frameworks, market expansion, education, finance, statistical analysis, and cultural infrastructure development. In alignment with the AU’s vision, CfCA seeks to influence African governments to allocate 1%of their national budgets to culture and creative industries by 2030.

CfCA is aimed at reshaping perceptions and driving positive change in the culture and creative industries throughout Africa. CfCA is dedicated to reshaping narratives surroundingthe culture sector, encouraging increased public investment, and promoting inclusivity while celebrating the continent's diverse cultural expressions.

Selam is developing a series of online courses to enhance advocacy skills within Africa's cultural sectors. These courses will offer insights on global and African perspectives on CCIsand equip participants to influence policy and secure public funding for the arts. To support

this, Selam seeks one or several E-Learning Content Development and Facilitation Experts to design engaging courses and ensure high-quality content delivery.

OBJECTIVE

The E-Learning Content Development and Facilitation Expert will be responsible for

designing and facilitating the online advocacy courses on one or more of the following topics:

● Intellectual Property (IP) and copyright in Africa

● Culture policy instruments in Africa

● Evidence based advocacy in the culture and creative sectors in Africa

● Budget tracking

The consultant will put together and work with a team of subject matter experts to create

content that is engaging, interactive, and accessible to diverse learners. The expert will

ensure all content aligns with the project’s objectives and is presented in various formats to

cater to different learning styles.

SCOPE OF WORK

Course Development and Design:

● Based on the selected topic(s), design the course content from start to finish.

● Lead the development of a structured course sequence, including an introductory

module and core modules.

● Design engaging course formats incorporating lectures, videos, reading materials,

quizzes, and assignments.

● Collaborate with course facilitators, scriptwriters, and voiceover artists to develop

high-quality content in different formats (e.g., text, video, audio).

Content Translation and Localization:

● Provide direction on geolocation-based content translation, ensuring the course

materials are accessible in multiple languages.

Course Facilitation and Delivery:

● Put together a team of experienced facilitators and coordinate their participation in

the online course.

● Coordinate with facilitators and content producers to ensure timely delivery of

materials.

● Ensure the content is presented in engaging formats to enhance learning, catering to

diverse learning preferences (visual, auditory, etc.).

● Collaborate on video production, ensuring scripts and visuals align with course

objectives.

Certification Process Design:

● Design a certification process that motivates participation and rewards successful

course completion.

DELIVERABLES

● A detailed and interactive course sequence ready by March 2025.

● High-quality content in various formats (video, text, quizzes) to engage learners.

● Finalized course modules, packaged and ready for platform upload.

● A well-designed certification process that acknowledges participant efforts.

QUALIFICATIONS AND EXPERIENCE

Essential:

● Proven experience in instructional design and developing e-learning content.

● Expertise in creating engaging educational materials in diverse formats.

● Experience working with cross-functional teams to deliver high-quality content on time.

● Strong organizational and project management skills.

Desirable:

● Experience with capacity-building projects, especially in Africa.

● Familiarity with cultural sectors and socio-economic development projects.

APPLICATION PROCESS

● A portfolio showcasing the E-learning content development experience.

● A detailed proposal for the assignment which should include the selection of a course topic (s) from the highlighted options and provide an initial plan outlining the course

content and development process. This should include a timeline with key milestones

for course creation, review, and completion.

● A financial proposal including the expected service payment and a budget for the

course development and execution.
